This is an option from the Mount called a Short Arm Scissor demonstrated by Catch Wrestler Kris Iatskevich.
It's a pretty cool option when your opponent is blocking the straight arm lock. I personally would go to Spider Web and then go for the armcrush because I feel that I have more control through the whole transition but you may catch your opponent offguard with this option and get the tap.
